. . . . how do I change a setting or ? to make a new window come up in front of other one instead of behind it?

In what way do you mean? If you use the 'Start' + 'Tab' combo you can view all open programs in the 'Flip' mode, I think it's called

I'll have to think about this a bit & come back later, gotta get to a B/day party now. Altho' I can say that I've never mastered the keyboard thing, have always been a point/click person.
